Our Management Team

James Garcia III

CEO/President of The COGAR Group, Ltd

James Garcia is the CEO/President of The COGAR Group, Ltd. James has more than 35 years of experience with various strategic intelligence and security organizations and projects throughout the world. When he served as a U.S. Army Warrant Officer, James specialized in developing, managing, and executing intelligence field operations for the Defense Intelligence Agency. In addition, he managed human intelligence operations, risk analyses, and field programs in the counter-terrorism and force protection arenas for federal organizations including the Department of Defense and the State Department. After retiring from the Army, and prior to starting COGAR, James was the Program Manager/Chief of Operational Security for the Missile Defense Agency. He was responsible for effectively and efficiently managing security programs for Missile Defense Agency installations located in the National Capital Region, Alabama, Colorado, and overseas. James is a member of the Association of Former Intelligence Officers (AFIO), the American Society for Industrial Security (ASIS International), and the Association of the United States Army (AUSA).

Scott Larson

Chief Financial Officer

As the Chief Financial officer, Scott Larson, manages all financial operations for the company. Scott is responsible for functions to include administrative, financial, and risk management operations of the company. He has developed a unified financial and operational strategy, which include metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve company assets and report accurate financial results. He brings over 20 years of Finance and Accounting experience working in private industry for Federal Government contractors. Scott has been managing all financial operations since the company was founded in 2005. Scott also contributes his knowledge in COGAR’s related security work with his similar previous experiences in law enforcement. Scott spent 5 years working as a Police Officer in both the Operations and Warrant/Fugitive Units for the Arlington County Police Department in Virginia. Scott possesses a Bachelor’s degree in Accounting from Elon University in North Carolina.

Frank J. Polievka Jr.

Vice President of Operations

Mr. Polievka currently serves as Vice President of Operations. Mr. Polievka is responsible for developing and cascading the organization’s strategy/mission statement to the lower-ranking staff, and implementing appropriate rewards/recognition and coaching/corrective practices to align personnel with company goals. Planning daily operations by prioritizing customer, employee, and organizational requirements within the company. His responsibilities include managing the Operations and administration of subcontracted security for Federal contracts. He develops Operational and Administrative policies and procedures as well as provides Security briefings as COGAR’s FSO to cleared personnel on safe guarding classified information on contracts. A recent graduate from CrestCom’s Bullet Proof Manager course, Mr. Polievka has streamlined operational and administrative processes to maximize company potential and restructure COGAR as a continued competitive Federal contractor. He is also responsible for the development of structured On-Line training material, lesson plans, Post Orders site specific material for Federal contracts. Besides being a certified GLOCK Armorer Mr. Polievka is a Former Certified Firearms Instructor in MD,VA,NC,GA and NRA Law Enforcement Handgun Shotgun Instructor.

Greg Wholean

Operations Manager

Mr. Gregory Wholean, Operations Manager, brings over 30-years of operations, training, administrative and leadership experience within public safety and private security organizations to include serving 20 years within the United States ARMY. Mr. Wholean has been an On-scene, Area and Joint Operations Center Lead with extensive experience in steady state and emergency command and staff functions, inter/intra-agency cooperation, employee and labor relations and investigations, operational and daily risk management and contingency planning, as well as emergency response to special and HAZMAT situations. Mr. Wholean served at Joint Base Lewis/McCord as a Company Grade Military Police Officer responsible for the day to day operations of the law enforcement activity from 1990 - 1994. During that time, Mr. Wholean planned, coordinated and executed multiple joint operations and training events with federal, state, and local law enforcement agencies. Mr. Wholean’s experience with Virginia Criminal Information Network (VCIN) and other State Law Enforcement (LE) data bases, the National Law Enforcement Telecommunications System (NLETS) and the National Crime Information Center (NCIC) spans more than 30-years beginning in 1982 as a civilian police officer/dispatcher in RI as an operator to several duty stations where he was the responsible authority for the state and federal terminal access and control. He was trained in several locations in which he had access and responsibility for the systems to include Ft. Lewis WA, Vint Hill Farms Station, VA and Ft. Leonard Wood, MO. Mr. Wholean ensured proper authorized use, training and certification for all personnel in each activity he was assigned.
