OUR CORPORATE OFFICERS
JAMES GARCIA, President and CEO
COGAR’s President and CEO, Mr. James Garcia. Mr. Garcia has over 40 years of experience with various strategic intelligence and security organizations and projects throughout the world. When he served as a U.S. Army Warrant Officer, James specialized in developing, managing, and executing intelligence field operations for the Defense Intelligence Agency. In addition, he managed human intelligence operations, risk analyses, and field programs in the counter-terrorism and force protection arenas for federal organizations including the Department of Defense and the State Department. After retiring from the Army, and prior to starting COGAR, James was the Program Manager/Chief of Operational Security for the Missile Defense Agency. He was responsible for effectively and efficiently managing security programs for Missile Defense Agency installations located in the National Capital Region, Alabama, Colorado, and overseas. James is a member of the Association of Former Intelligence Officers (AFIO), the American Society for Industrial Security (ASIS International), and the Association of the United States Army (AUSA).
SCOTT LARSON, Chief Financial Officer
COGAR’s Chief Financial Officer (CFO), Mr. Scott Larson, brings over 20 years of Finance and Accounting experience working in the private sector for Federal Government contractors. Mr. Larson possesses a Bachelor’s degree in Accounting from the prestigious Elon University in North Carolina and has been managing COGAR’s financial operations since the company was founded in 2005. Mr. Larson is responsible for the management of all financial and risk management operations of the company. Mr. Larson has developed a unified financial and operational strategy, which include metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve company assets and report accurate financial results.
FRANK J. POLIEVKA, JR., Vice President of Operations
COGAR’s Vice President of Operations, Mr. Frank J. Polievka, Jr., has over 20-years of experience in the security industry. Mr. Polievka has overseen and successfully ensured outstanding services were delivered to a wide range of Federal Agencies to include the United States Coast Guard (USCG), Personnel Security Center (PERSEC), providing Investigation and Adjudication Services; the DHS, National Maritime Center (NMC), providing Professional Qualifications Evaluations (PQE) and Safeguards and Security Evaluations; the Department of Health and Human Services (HHS), providing HSPD-12 Credentialing Program Support; Naval Air Systems Command (NAVAIR), providing Security Support Services; and the Army National Guard (ARNG), providing Records Management and Administrative Services Coordination. Additionally, Mr. Polievka is considered an expert in the industry of Physical Security and Emergency Management, has written corporate policies and procedures as well as established operational policy and procedures for federal security contracts, while developing a base training curriculum for all new employees. Mr. Polievka has served as the Director of Training and has a National Rifle Association (NRA) certification as a Law Enforcement Firearms Instructor.
